The State Property Fund of Ukraine presented a new site for the lease of state property - orenda.gov.ua

On July 20, 2021, the Chairman of the State Property Fund of Ukraine Dmytro Sennychenko presented a new information resource of the State Property Fund of Ukraine - the site orenda.gov.ua, dedicated to the lease of state real estate.

The presentation was also attended by Andrii Motovylovets, MP of Ukraine, Leonid Antonenko, Deputy Chairman of the State Property Fund of Ukraine, Vladislava Grudova, Head of Project and Program Management of Prozorro.Sale and Igor Burakovskyi, Director of the Institute for Economic Research and Policy Consulting.

The site orenda.gov.ua allows everyone to obtain information on all vacant for lease of state real estate and view all the data to take an informed decision to participate in the online auction for its lease quickly and conveniently.

“The introduction of transparency tools in the field of lease has opened new opportunities for every citizen of Ukraine to invest in their own business. Thanks to the site orenda.gov.ua, we are introducing the principle of “everyone knows everything” and in the field of state property lease - information about more than 4.000 lease assets has been uploaded online, said Dmytro Sennychenko.

The Head of the State Property Fund also noted that the positive trends in the lease of state assets after the introduction of the principles of openness and equal rules for all are growing as shows statistics.

If before the lease was based on the results of a tender, when officials voted to determine who would receive the object for lease, now everything is took place at online auctions. The old non-transparent system resulted in only 3.6% of cases being claimed by more than one participant.

“The indicator of revenues to the State Budget from the lease of state property since the beginning of the year in less than 7 months has reached UAH 1.02 billion with an annual plan of UAH 1.65 billion, thus already fulfilled 61.8%,” - said the Chairman of the State Property Fund Dmytro Sennychenko.

Dmytro Sennychenko underlined that site (orenda.gov.ua) will become a public part of a comprehensive system of automation of state property lease processes in Ukraine. Its development is supported by the international project USAID/UK aid “Transparency and Accountability in Public Administration and Services/TAPAS”. The main goal is to eliminate abuses in the field of state property lease by maximally automating the processes of creating, signing, publishing documents and decisions related to the lease of state property.

According to the Deputy Chairman of the State Property Fund of Ukraine Leonid Antonenko, the new site is a real result of the work of the State Property Fund team to implement qualitatively new principles of disclosure of information about vacant property for lease.

“On the interactive map of Ukraine posted on the site, all vacant and most already leased objects are marked. Each of them in turn has its own page, which contains comprehensive information about the assets. Thanks to this, the user of the site can learn all about the interesting object from the photos and the floor plan, which must be published on the site”, said Leonid Antonenko, Deputy Chairman of the State Property Fund of Ukraine.

Leonid Antonenko also spoke about the possibilities of convenient search filters, with which the site user has the opportunity to find the property that best meets his needs for a number of search criteria: location region, type of property, area, floor location, price range starting rent, the availability of certain communications and more.

Head of the Project and Program Management Department of SE “Prozorro.Sale” Vladyslava Hrudova, spoke about the benefits of conducting lease auctions through the electronic trading system.

“Thanks to the Prozorro.Sale system, it was possible to convert the market for the lease of state and municipal property to the digital plane. We were able to estimate the volume of this market, which currently reaches about UAH 700 million per           year”, said Vladyslava Grudova.

According to her, during the whole time of the system operation there was no auction, which received complaints due to malfunction of the auction module, non-admission of participants or similar problems. Moreover, as in other markets, it is noted that the auction as a tool of sale is not challenged in the courts, because there are no questions about the transparent rental process.

In own turn Dyrector of the Institute for Economic Research and Policy Consulting Igor Burakovskyi noted that the lease of state property has a long history in our country, but this process in many cases until recently took place on a non-market basis as a result of agreements with a limited number of participants.

“The development of the state property market requires the development of appropriate information and institutional infrastructure, which can be used on equal terms by all potential tenants,” he said.
