Dmytro Sennychenko: The Fund is ready to modernize the Unified Database of Evaluation Reports

“My clearly position is to remove intermediary firms and make data entry automated”, wrote Dmytro Sennychenko, Head of the State Property Fund, on his Facebook page, so he explained the need for urgent legislative changes to the work of the Unified Database of Evaluation Reports.

According to him, the process should be understandable and transparent.

“Every seller of property itself or with help of appraiser – it should be his own choice – can submit information about an assessment to the Unified Database of Evaluation Reports for calculating the amount of tax. The Module automatically identifies object value and in case of disagreement with such value it can determine the market value by contacting the appraiser. Tax payer has the right to determine fair value of an object and the amount of tax”, he noted.

As Head of the Fund remarked, the closest to a fair system initiative is set out in a bill No. 2047, which is submitted to the Verkhovna Rada for consideration in the near future.

“Of course, the Fund should to technically modify the possibility of submitting assessment reports to the Unified Database of Evaluated Reports without intermediary platforms. And the Fund is ready to do such modernization of our Database in the shortest possible time”, Dmytro Sennychenko informed.

According to him, all issues about need for urgent legislative changes were discussed with an MPs and professional community at the Work Group meeting at the State Property Fund on Friday and with colleagues from the Verkhovna Rada yesterday.

“I hope that the issues to amend the legislation on evaluation of real estate will be resolved by colleagues from the Verkhovna Rada”, he wrote.
