Results of state property lease from the State Property Fund of Ukraine: which companies brought the most to the state budget and for what exactly?

The largest contribution to this amount was made by the Odessa region due to the lease of port infrastructure (approximately UAH 249 million). Next in line is the country's business center, Kyiv (over UAH 99 million), and traditionally the industrial Dnipropetrovsk region (over UAH 63 million).

Currently, the state has approximately 14,300 active lease agreements. In just the first half of 2023, the SPFU signed 760 new lease agreements for assets. By December2023, this number almost doubled, exceeding 1,500 new lease agreements.

Top lessees byarea

The State Property Fund offers a diverse range of assets for lease, ranging from a few square meters to thousands of square meters.

The largest lessee is the subsidiary "Container Terminal Odessa" of the company "HHLA International GMBH". It has three active contracts totaling 194,000 m2 with the Regional Office of the SPFU in Odesa and Mykolaiv regions. All agreements relate to property in the Odesa Seaport, including warehouses, areas with canopies, ramps, and more.

Another large lessee is LLC "BROOKLYN-KYIV" with 19 agreements for 187,000 m2 in the Odesa Seaport.

Next is LLC "TRANSGRAINTERMINAL", which has two contracts for nearly 87,000 m2. This concerns property (warehouses, sites) in the maritime trading port located in the city of Chornomorsk.

In general, most lease agreements for such extensive areas (50,000+ m2) were signed by various companies with the Regional Office of the SPFU in Odesa and Mykolaiv regions. They relate to the property of two mentioned ports, which have been and remain the most powerful logistic hubs in our country.

Who pays the most for state lease

The largest income to the state from assets comes from the lease agreement of the Cherkasy Thermal Power Plant. Its lessee is PJSC "CHERKASKE KHIMVOLOKNO". The amount of the lease agreement between the enterprise and the Regional Office of the SPFU in Kyiv, Cherkasy, and Chernihiv regions is UAH 3.74 million per month.

Next in the ranking is the Municipal Enterprise "KRYVBASVODOKANAL", which leases various state assets in Kryvyi Rih for UAH 2.5 million per month. The agreement was signed with the Regional Office of the SPFU in Dnipropetrovsk, Zaporizhzhia and Kirovohrad regions.

Closing the top three leaders is the LLC "AGRO-RENI", which leases 13.6 thousand m2 of real estate for almost UAH 2.3 million per month.

Also among the companies that pay the state more than UAH 1 million each month under lease agreements are the aforementioned LLC "BROOKLYN-KYIV" and the Subsidiary Enterprise "Container Terminal Odesa" of the company "HHLA International GMBH". For property in ports, they transfer UAH 1.7 million and UAH 1.35 million to the budget, respectively.

Apart from the mentioned examples of leasing port infrastructure, a noticeable income to the budget comes from the agreement between the Regional Office of the SPFU in Lviv, Zakarpattia, and Volyn regions and PJSC "Lviv Distillery". The company leases the property complex for UAH 1.23 million per month.

The most active lessees by the number of contracts

The record holder for the number of signed contracts with the SPFU is PJSC "KYIVSTAR".The company has nearly 440 agreements with the Fund, totaling approximately UAH 900,000 (monthly payments). However, the rental area is not as large as one might expect from such a number of contracts – only 18.7 thousand m2.

The reason is that the company mostly leases small spaces, sometimes just a few square meters, to accommodate equipment as a telecommunications operator.

A similar situation with the next leaders in the number of agreements, each of whom has signed over a hundred. Namely, PJSC "VF UKRAINE" (brand "Vodafone", 391 contracts), PJSC CB "Privatbank" (256), LLC "Lifecell" (237), JSC "State Savings Bank of Ukraine" (148). They most often lease small areas to place, for example, ATMs or terminals (in the case of banks) or telecommunications equipment. Of course, their portfolio includes not only such small objects, but they do dominate.

Another example is LLC "VENDING LEND". The company ranks sixth in the number of agreements with the SPFU (currently 95). The total rental area under these agreements is almost 400 m2. That is, on average, one contract is approximately 4.2 m2. The company is engaged in activities related to vending machines. It is clear that installing them does not require more space. At the same time, everyone benefits: the company gets few "square meters", and the state replenishes the budget through the efficient use of every meter it owns.

 

Currently, the SPFU leases out over 8 million m2 of state assets. In 2023, the number of lease agreements has noticeably increased. This demonstrates the market's interest and demand for state property. Moreover, these revenues significantly contribute to the state budget, with the primary allocation towards the defense of our country.
