«Large-scale privatization» of prisons: the first object will be auctioned online transparently
On April 16, 2021, the privatization of the separate property of the state institution «Irpin Correctional Center (No. 132)», located at urban-type settlement Kotsiubynske, Kyiv region, will be auctioned online.
This is the first object which be put up for transparent bidding as part of a «large-scale privatization» of prisons - a joint project of the State Property Fund and the Ministry of Justice of Ukraine.
The Irpin colony is a non-operating institution that was closed due to a decrease in the number of convicts in Ukraine, but the state continues to spend significant funds to maintain it. This is about UAH 10 million per a year.
At the same time, the object has excellent investment potential. Location - urban-type settlement Kotsiubynske, Kyiv region, located at a distance of only 6 km away from Akademmistechko Metro Station. Nearby there is a railway line and the «Bilychi» Station, which will allow the new owner to provide excellent logistics.
Irpin Correctional Center is surrounded by a new residential complex, that, on the one hand, it is one more argument in favor of relocating correctional institutions outside settlements, and on the other hand, it provides infrastructure for potential projects based on a non-operating colony.
One more advantage for the investor is communications connected to the privatization object: water supply, sewerage network, electricity supply provided by two substations: 700 and 490 kW.
The total area of buildings and constructions of the asset is 28,141.7 sq. m., the size of land plots occupied by the institution is 8.3 ha.

The starting price of the separate property of the state institution «Irpin Correctional Center (No. 132» at the online auction is UAH 110,105,794, and accepting applications for participation in the online auction will last until April 15.
In total, the State Property Fund plans to be actioned the property of 35 non-operating correctional institutions online transparently.
Privatization of the mothballed correctional centers will not only get rid the state of losses and become a source of budget revenues, but will also allow the development of modern correctional centers with improved conditions of detention, working conditions for staff and a high level of security for society.
