Denys Shuhaliy participated in a meeting of the Council on Internally Displaced Persons under the Kyiv City State Administration

A meeting of the Council on Internally Displaced Persons under the Kyiv City Military Administration took place, attended by the First Deputy Chairman of the State Property Fund. Representatives of the Verkhovna Rada, ministries, international organizations, the Kyiv City State Administration, and charitable organizations attended the event.

During the panel discussion devoted to finding ways to support internally displaced persons in the capital, Denys Shuhaliy emphasized the key aspects of the work of the State Property Fund of Ukraine, which include privatization, leasing, evaluation, and corporate governance aimed at effectively increasing revenues to the state budget. He noted that the vast majority of assets under the management of the State Property Fund are production assets, while residential real estate represents only a small portion. The Fund systematically takes measures to transfer some residential property objects to the management of local communities, thus ensuring their proper use. Currently, selected assets suitable for accommodating internally displaced persons have been identified, and this list has been sent to the Kyiv City Military Administration for further consideration.

"Today it is important to unite the efforts of all institutions to find ways of providing housing assistance quickly, so all authorities must be socially responsible and contribute to maximum support for individuals who have been forced to leave their homes. In turn, the State Property Fund actively cooperates with the Temporary Special Commission of the Verkhovna Rada of Ukraine on the Protection of Property and Non-Property Rights of Internally Displaced and other Persons Affected by Armed Aggression of the Russian Federation against Ukraine. A specific list of assets that can be used for the resettlement of internally displaced persons has already been proposed," emphasized the First Deputy Chairman of the State Property Fund.

Additionally, the State Property Fund team has developed two draft government resolutions aimed at regulating the lease of state property as part of the implementation of social projects, particularly regarding the placement of socially important facilities on preferential terms. The benefits include transferring state property to lessees without an auction for a lease fee of UAH 1 per square meter for accommodating socially important facilities. Another project involves transferring state property to providers of social services without an auction. It is expected that the resolutions will be adopted by the Cabinet of Ministers in the near future.

Furthermore, the State Property Fund is participating in the implementation of the State Policy Strategy on Internal Displacement until 2025.

For reference, as of August 30, 2023, the Council on Internally Displaced Persons under the Kyiv City Military Administration has been functioning. The Council is an advisory body formed to participate in the implementation of regional policies in the field of ensuring and protecting the rights and interests of internally displaced persons, promoting the activities of the territorial community of Kyiv in developing effective mechanisms for adaptation and integration.
