Oblast State Administrations have started the process of getting non-statutory property for management

The Kyiv Oblast State Administration is the first to support the initiative of the State Property Fund of Ukraine to receive in its management the property that were not included in the authorized capital of economic entities, but were taken into account on their balance sheets after privatization, with its subsequent transfer to the territorial communities of Kyiv oblast.

As of today, the Kyiv Oblast State Administration has considered the lists of residential properties (multifamily dwellings, dormitories) in the amount of 169 units, civil protection structures in the amount of 29 that were not included in the authorized capital of business entities during the privatization process.

The transfer of functions on management of non-statutory property to the Oblast State Administrations brings an opportunity to solve the social problem of local communities, namely, the citizens will be able to freely dispose of their own housing, and non-residential property will be able to receive funding for maintenance and reconstruction.

Taking into account the relevance of the decentralization reform, it is especially important to establish joint interaction with territorial communities on the disposal of state property located within the respective community.

After the regional state administrations, together with the State Emergency Service, carry out a technical inventory and determine the need for protective structures for civil protection, the Oblast State Administration can transfer the necessary bomb shelters to the united territorial communities and write off the excess ones.

Thus, united territorial communities will receive their own operating infrastructure from civil protection structures. The united territorial communities will be responsible for the preparation of technical documentation and financial maintenance.

The coordinated actions of the State Property Fund of Ukraine and oblast state administrations will make it possible to solve the social problems of local communities, to attract the attention of potential investors to state facilities, as well as significantly increase the efficiency of the use of state property, which in the future will affect revenues to the state and local budgets.

At the beginning of 2021, the State Property Fund of Ukraine initiated the transfer of the property that were not included in the authorized capital of economic entities, but were taken into account on their balance sheets after privatization.

In pursuance of the order of the Prime Minister of Ukraine dated January 14, 2021 No. 408/1 / 1-21, the State Property Fund appealed to the regional state administrations with a proposal to confirm their readiness to take over the functions of managing such facilities, because in accordance with the Law of Ukraine "On Local State Administrations", local state administrations exercise state control in the respective territories, in particular, over the safety of the housing stock and the state of protective structures of civil protection (civil defense).

Due to the administrative-territorial reform, since 2020 the Kyiv oblast consists of 69 territorial communities, united in 7 districts: enlarged Bila Tserkva, Boryspil, Brovary, Vyshhorod, Obukhiv, Fastiv and newly formed Bucha.
