Dmytro Sennychenko said, «The role of the state is to create and ensure compliance with the rules of the game, equal for all market participants»
On September 24, 2021, the Chairman of the State Property Fund of Ukraine took part in a round table on «State property: opportunities and obstacles for private investments».
During the event, participants have discussed ways to attract investments into Ukraine's economy, as well as ways to remove obstacles that hinder this process.
According to the Chairman of the State Property Fund of Ukraine Dmytro Sennychenko, Ukraine needs investments; however, there is an urgent need to finalize legislation and regulations to attract investment through various forms: privatization, lease and public-private partnership, concessions e.t.c.
He also noted that achievement of successful changes is a joint work of the legislative and executive branches of government, balance holders, the Fund and the economy private sector.
«We must clearly divide the roles and responsibilities: the state is a smart and competent strategist and arbiter who creates and follows the rules of the game, and business is a player who works according to transparent and clear rules,» said Dmytro Sennychenko.
According to Leonid Antonenko, Deputy Chairman of the State Property Fund, «The new regulation on the lease of state and municipal property plays a significant role in the process of introducing transparent procedures in the field of rent».
«Due to the new legislation lease auctions are held on a competitive and transparent basis. But the main warning of investors to participate in the auctions is the issue of obtaining leased property. It needs separate consideration and settlement»,said Leonid Antonenko.
The event was also attended by Deputy Minister of Infrastructure Vasyl Shkurakov; Member of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Andrii Motovylovets; Chairman of the Verkhovna Rada Committee on Transport and Infrastructure Yuriy Kisel, Deputy Chairman of the State Property Fund of Ukraine Leonid Antonenko; representatives of business and business associations, experts.
