TOP 5 Regional Offices of the State Property Fund of Ukraine by Privatization Plan Performance in 2025

We are launching a series of posts highlighting the achievements of the regional offices of the State Property Fund of Ukraine based on the results of 2025. The TOP 5 includes regional offices that demonstrated the highest performance in fulfilling the annual privatization plan.

Regional Office in Kharkiv region — leader of the year. Plan overfulfilled – 143%.

Kharkiv region topped the ranking of SPFU regional offices, proving that even in a frontline region, privatization can remain effective, results-oriented, and attractive to investors.

This result is primarily the achievement of the Kharkiv regional office team, which consistently and professionally continues its work even under difficult wartime conditions.

Key regional results:

  • 1st place among SPFU regional offices
  • 143% of the annual privatization plan fulfilled
  • UAH 386.4 million in revenues to the state budget

A significant contribution to this result came from five key privatization objects that attracted strong investor interest and formed the bulk of revenues.

Top 5 assets that shaped Kharkiv region’s leadership in 2025:

  • Property Complex of SOE “Ukrainian Scientific and Technical Center for Metallurgical Industry ‘Energostal’”;

  • State-owned blocks of shares (100%) of JSC “Radiorele Plant”;

  • Non-residential buildings with equipment (1,435.5 m²);

  • Non-residential building with auxiliary structures (130 m²);

  • Non-residential building (121 m²).

These assets ensured maximum financial impact, attracted new owners, and created conditions for further regional economic development.

Plan for 2026 – UAH 150 million in revenues to the state budget.

Upcoming privatization auctions are expected for Property Complexes of SOEs such as:

“Ukrenergomerezhproekt” State Design, Survey and Research Institute;

State Research Institute for Organization and Mechanization of Mine Construction;

Kharkiv State Experimental Prosthetic Enterprise;

Novopokrovskyi Grain Products Combine;

Kharkiv Industrial and Trade Enterprise;

“Oblagrokhimiya” Trading House.

Privatization is not only about budget revenues, it is also about:
