The government has introduced preferential lease terms to provide housing for internally displaced persons (IDPs)
The Cabinet of Ministers of Ukraine adopted Resolution No. 205 of February 18, 2026, which introduces preferential lease terms for state property for the temporary accommodation of internally displaced persons. The document provides for a preferential rental rate of 0.01% per year for public associations and charitable organizations that provide housing for IDPs.
In addition, institutions and establishments whose sole founder is the state or a local community — particularly in the fields of healthcare, education, culture, physical education and sports, family and youth, and social protection—have been granted the right to lease state or municipal property for the accommodation of IDPs on preferential terms during the period of martial law and for one year following its termination or repeal.
Key decisions include:
▪️rent —1 UAH per year per property;
▪️abolition of mandatory independent property appraisal;
▪️lease agreements will not be published on the Prozorro.Sales system for the sake of public safety.
The State Property Fund supported the relevant draft developed by the Ministry of Economy of Ukraine. We are convinced that state property should serve not only the economy but also the people—especially in wartime. The introduced changes will allow for the rapid mobilization of state-owned properties to create decent living conditions for internally displaced persons and will strengthen the social function of asset management.
