Assets Cleared of Aggressor Ownership: SPFU Presents Titanium and Aluminum Giants at Mining Day 2026

During his speech, the Head of the SPFU presented key sector assets prepared or listed for privatization to attract private capital. He emphasized that international investors are showing rapidly growing interest in Ukrainian industrial assets.

Demurinsky Mining and Processing Plant (DGZK)
A 100% state-owned asset, nationalized under sanctions targeting a Russian oligarch's property. The enterprise conducts industrial development of the Vovchansk titanium-zirconium deposit, maintaining a full cycle of extraction and primary processing.

Mykolaiv Alumina Plant (NGZ)
One of the most powerful and modern non-ferrous metallurgy facilities in Europe. Formerly a key raw material stronghold for the Rusal holding, the plant was confiscated from its Russian owner in favor of the state. It features an annual production capacity of up to 1.7 million tons of alumina and holds a unique logistical advantage—its own specialized deep-water port infrastructure in the Dnipro-Buh Sea Port, providing direct access to global maritime trade routes. Preparation of NGZ for privatization is underway, with the auction scheduled for Q1 2027.
These assets highlight Ukraine's raw material strength and global industrial scale. The State Property Fund's mission is to thoroughly prepare these enterprises for privatization, ensure absolute auction transparency, and bring them to market as attractive, world-class investment opportunities.
During the event, Dmytro Natalukha also discussed industry challenges with business representatives, including NEQSOL Holding. This foreign investor acquired a major state asset during the full-scale invasion—United Mining and Chemical Company JSC (UMCC), with the transfer officially completed in 2025. This stands as a clear example that large-scale privatization can succeed during wartime, directly boosting Ukraine's financial capacity to withstand aggression and overcome the impacts of war.
