The State Property Fund has launched the website for the lease of state real estate orenda.gov.ua

The State Property Fund of Ukraine has completed the development and launched a new site dedicated to the lease of state assets at the link - orenda.gov.ua.

“This website is a visualization of our team’s efforts to disclose information on state-owned real estate. From now on, the entire array of information on vacant state property for lease, as well as on lease agreements concluded as a result of auctions is collected on one resource in a user-friendly format of the online store,” said Leonid Antonenko, the First Deputy Chairman of the State Property Fund of Ukraine. He added that now, the property that the state leases can be found out as easily as the property for which private owners are looking for tenants. The new website of the State Property Fund works on the same principle as any online real estate resource: there is an interactive map and search filters.

The user has access to photos, surface plan, area, information on book and market value, starting rental payment (for which the object will be put up for auction through ProZorro), proposed lease terms, information on communications and other important information in order to making decision to lease real estate. The database also contains all the decisions of landlords, balance holders and their governing bodies, which are adopted before the publication of the lease announcement in the electronic trading system ProZorro.Sales.

There are two ways to search for vacant properties in the database:

1. Through the section  “Objects List”, where users can select those objects that will best meet their needs with the help of convenient filters from the complete list of property. So far, we have implemented dozens of search filters, including:

• range of the object’s area;

• range of the starting rental payment;

• region of location of the object, search by address;

• type of the object (real estate or group of inventory objects);

• characteristics of the object (immovable object as a whole or its part, construction, etc.);

• technical condition (after repair, satisfactory condition, in need of major repairs, in need of current repairs);

• lease term (5 years, more than 5 years, less than 5 years);

• mode of use of objects (hourly or standard);

• presence or absence of restrictions on the intended use of the object

• provision of communications (connection to electricity, water supply, sewerage, heating (autonomous or central), availability of meters, etc.;

• necessity to compensate the balance holder for land use costs;

• status of the object as an architectural monument;

• information on the existence of a decision to include its object in the list of state property that are subject to privatization.

2. With the help of an online map of Ukraine, on which geotags mark all objects from the database, for which a decision was made to include in the list of the first type. All geotags are interactive and contain links to information on the parameters of the lease of the object and lease decisions on the leased object made in accordance with the legislation.

Geotags have different colors depending on the rental status of the object: green (the object is included in the list of the first type), yellow (advertisements for the object are published in the ProZorro. Sales system) and red (lease agreement based on the results of the auction was concluded).

In the section “Rental Registers” the website contains other the State Property Fund’s databases, in particular:

• databases of objects included in the list of the second type (property for leasing out without auction);

• databases of current lease agreements, in respect of which a decision was made to extend them following the auction;

• database of landlords’ decisions and other events that result in the termination of the rental legal relations.

Currently, information on the website is obtained by transferring by public servants information from primary documents (references of balance holders, decisions of balance holders, their governing bodies and decisions of landlords) in online registers created using Google forms. All registers are also published on the website orenda.gov.ua. Orders and Instructions of the State Property Fund regarding the procedure for maintaining these registers are published there.

However, by the end of the year, the Fund plans to ensure full automation of all lease decisions by launching software for the conclusion, modification and termination of lease agreements of state property. As a result of such automation, the information on the website orenda.gov.ua will appear simultaneously with the decision-making by the landlord or balance holder of the property and will have a similar legal effect that such decisions have. Funding for this project will be provided through international technical assistance.

The website also contains all the latest news in the field of state property lease, operational statistical information on the dynamics of auctions, agreements concluded or terminated, the amount of funds directed to the State Budget, as well as regulations and official interpretations of the Fund, which currently regulate relations between State and tenants.
